The first 10 amendments to the U.S. Constitution — known as the Bill of Rights — were proposed by Congress September 25, 1789 and ratified by three-fourths of the states December 15, 1791.
FYI: The First Amendment is:
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
