Violence against journalists\, the integrity of elections\,
and the role of public leadership

Ending impunity for crimes aga
inst journalists is one of the most important and complex challenges of re
cent times. It is an essential precondition to guarantee freedom of expres
sion and access to information for all citizens.
\n
The 2023 observan
ce seeks to raise awareness of the main challenges faced by journalists an
d communicators in the exercise of their profession\, and to warn of the e
scalation of violence and repression against them. These include attacks a
nd restrictions on the press in the context of coverage of social protests
\; the use of judicial mechanisms against journalists for reasons related
to their journalistic work on matters of public interest\; and the increas
e of forced exile of journalists in some countries.
\n
This year’s th
eme also seeks to give visibility to the role of a safe and free press in
ensuring the integrity of elections and our democratic systems. It reaffir
ms the obligation of States to adopt effective measures to protect the in
dependent press and strengthen institutional frameworks that combat viol
ence and impunity\, and promote media independence\, sustainability and di
versity.

nts based on Madison’s proposal. The Senate changed the joint resolution t
o consist of 12 amendments. A joint House and Senate Conference Committee
settled remaining disagreements in September. On October 2\, 1789\, Presid
ent Washington sent copies of the 12 amendments adopted by Congress to the
states. By December 15\, 1791\, three-fourths of the states had r

The National Press Club’s fourth annual Run for Austin Vir
tual 5K will be held Saturday\, November 9\, 2024. The run is a fundraiser
for the Austin Tice fund and part of an ongoing campaign to raise awarene
ss. Join hundreds of journalists and press freedom supporters by l
acing up for this virtual 5K.

Austin is a Marine combat
veteran\, a seventh-generation Texan from Houston\, a graduate of Georgeto
wn University\, and an award-winning journalist who has been unjustly deta
ined in Syria since 2012. After seeing reports of the refugee crisis unfol
ding in Syria\, Austin picked up his camera and headed straight to the fro
nt lines as a freelance reporter. He delivered important dispatches to The
Washington Post and McClatchy before he was detained at a checkpoint near
Damascus on August 14\, 2012. After more than twelve years\, he has endur
ed the longest detention of any U.S. journalist to date.
\n
The Austi
n Tice fund is being held to supplement the FBI reward for information lea
ding to the safe return of Austin Tice\, or if no reward is given\, to hel
p Austin transition back to his life after detention. In addition\, a smal
l portion of the funds will be used to support the Tice family’s travel an
d advocacy efforts.

As director of PINJ\, Brittany has
investigated how the pandemic has impacted the Allegheny County Jail\, in
cluding the jail’s kitchen\, its use of solitary confinement\, isolation o
f the sick. For three years\, she has tracked the deaths of those in custo

Because she needed a job\, Kathryn Foxhall inadvertently becam

She covered health in Washington for 40
years\, including 14 years (1978-1992) as editor of the American Public He
alth Association’s newspaper.

After years of getting a dynamic education
by speaking frankly with sources on Capitol Hill and in federal agencies\,
she became alarmed when\, 20 to 25 years ago\, federal workers gradually
came under rules prohibiting them from communicating with journalists with
out the oversight of public relations offices—in reality\, heavy censorshi
p coming down from the people in power.

Through the eyes of two frontline journalists comes a gripping na
rrative history of the Hong Kong pro-democracy movement centered around a
cast of core activists\, culminating in the 2019 mass protests and Beijing
’s brutal crackdown.

Hong Kong was an experiment in governance. Ha
nded back to China in 1997 after 156 years of British rule\, it was meant
to be a carve-out between hostile systems: a bridge between communism and
capitalism\, authoritarianism and liberal democracy. “One country\, two sy
stems” kept its media free\, its courts independent and its protests boist
erous\, designed also to convince Taiwan of a peaceful solution to Beijing
’s desire for reunification.
\n
Yet this formulation excluded Hong Ko
ng’s own people\, their future negotiated by political titans in faraway c
apitals. In 2019\, an ill-conceived law spear-headed by a sycophantic lead
er pushed millions to take to the streets in one of the most enduring prot
est movements the world has ever seen. Xi Jinping responded with a draconi
an national security law that sought not only to end the demonstrations bu
t quash the “problem” of Hong Kongers’ identity and desire for freedom.

Reverend Chu\, who believed Hong Kong had to carry the spirit of stu
dents at Tiananmen Square\, saw his silver-haired comrades who birthed the
city’s modern pro-democracy movement handcuffed and taken from their home
s. Tommy\, an art student radicalized into throwing Molotov cocktails\, wa
tched “braves” like him brutalized by police before his own arrest prompte
d him to flee. Finn epitomized the decentralized nature of the movement an
d its internet-fueled victories\, but online anonymity couldn’t stop his l
ife from unravelling. Gwyneth could predict her eventual fate when she cho
se to give up her career as a journalist to stand for election as an oppos
ition candidate\, and did it anyway.

The job fair will again be hosted by Georgetown University’s
Master of Professional Studies in Journalism program\, and organized in c
onjunction with the Washington\, D.C.\, chapters of the National Associati
on of Hispanic Journalists\, the National Association of Black Journalists
\, the Asian American Journalists Association\, NLGJA: The Association of
LGBTQ+ Journalists\, the Society of Professional Journalists\, and the Jou
rnalism & Women Symposium.
This November\, the U.S. will hold one of
the most consequential elections in its history. One candidate challenged
the results of the 2020 election\, helped gin up support for the January 6
insurrection\, and has no qualms about what he’d do if re-elected in 2024
. He’s suggested using the Justice Department to go after his political en
emies\, weakening protections for a nonpartisan civil service\, and using
an 1807 law to send in U.S. troops to police unrest in cities. This year\,
writes journalism professor Jay Rosen\, the election must be about “not t
he odds\, but the stakes.”
\n
This election and its potential consequ
ences cannot be left to big media outlets. Despite extensive coverage of w
hat’s at stake by the New York Times\, Washington Post\, The Atlantic\, NP
R and network news outlets\, surveys in some key swing states reveal that
two-thirds of voters are not aware of these threats. That’s not surprising
\, since polls show that Americans tend to trust local media more.
\n
That means it will be up to hundreds of reporters\, freelancers\, and col
lege journalists across the country to cover the 2024 presidential contest
\, as well as down-ballot races\, in a way that informs the public and kee
ps faith with the SPJ code of ethics\, which advises: “Search for and repo
rt the truth\,” and “Minimize harm.”
\n
Our two panelists embody the
best in our profession. Media critic and autho
r Margaret Sullivan\, formerly executive editor of The Bu
ffalo News\, was public editor at The New York Times and a columnist for T
he Washington Post. She now writes a weekly column for the Guardian US\, a
nd is executive director of Columbia Journalism School’s Craig Newmark Cen
ter for Journalism Ethics and Security.

Barton Gellman\, a three-time Pulitzer-prize-winner\, and author\, reported for The
Washington Post for more than two decades\, was a staff writer for The At
lantic\, and is now senior advisor to the Brennan Center for Justice.

Stiglitz\, a prof
essor at Columbia University and the former chief economist at the World B
ank\, won the Nobel Prize for Economics in 2001 jointly with George Akerlo

to mitigate the societal harms caused by the rise of “Big Tech.”

might happen to the editorial integrity of the agency if President Donald
Trump returns to office next year.

Threats to press freedom across Lati
n America and the Caribbean are on the rise. Mexico remains one of the dea
dliest countries for journalists outside of active war zones\, with more t
han 150 reporters killed and dozens missing over the past two decades. Aut
horitarian governments in Cuba\, Nicaragua\, and Venezuela\, ranked among the world’s worst for press freedom
\, target journalists and censor newsrooms to stifle dissent. Reporters in
Haiti face gang violence amid turmoil. Democratic values and institutions
are under attack\, undermining journalists’ work and well-being.
\n
Reporters covering organized crime\, corruption\, and conflict face signif
icant personal and professional risks to deliver the news and report the t
ruth. Yet\, despite these obstacles\, journalists persist. Why do they con
tinue? What makes reporting worth the danger? How do they maintain courage
through adversity\, and how can we instill resilience in future generatio
ns of reporters?
\n
This event is part of the Reporters at Risk serie
s within the Adrienne Arsht National Security Resilience Initiative.
The series convenes leading journalists and media professionals for discu
ssions about the challenges that journalists face in an increasingly fraug
ht global media landscape and the importance of building reporter resilien
ce. It also serves to honor reporters at risk around the world\, including
Wall Street Journal correspondent Evan Gershkovich.

s. Led by Beatrice Forman and Jaisal Noor — two organizers with U.S. Democ
racy Day — this training will help journalists have working understanding

John Maxwell Hamilton\, a longtime journalist\, author and public se
rvant\, is the Hopkins P. Breazeale Professor of Journalism at the LSU Man
ship School of Mass Communication and a global scholar at the Woodrow Wils
on International Center for Scholars\, Washington\, D.C.
\n
As a jour
nalist\, Hamilton reported for the Milwaukee Journal\, The Christian Scien
ce Monitor and ABC radio. He was a longtime commentator for MarketPlace\,
broadcast nationally by Public Radio International. His work has appeared
in the New York Times\, Foreign Affairs and The Nation\, among other publi
cations.
\n
In the course of his career\, Hamilton has had assignment
s in more than 50 countries. In addition to covering foreign news\, Hamilt
on has written extensively on foreign correspondence and sought to improve
it. In the mid-1980s\, he created and directed a Society of Professional
Journalists project to develop techniques for local reporting of foreign n
ews\, especially on relations with developing countries. He later contribu
ted to a similar project for the American Society of Newspaper Editors. In
the 1980s\, National Journal said Hamilton has shaped public opinion abou
t the complexity of U. S.-Third World relations “more than any other singl
e journalist.”

Hamilton is author or co-author of seven books and
editor of many more. “Journalism’s Roving Eye: A History of American Forei

Journalists Danny Fenster and Alsu Kurmasheva were detained\
, tried and convicted in Myanmar and Russia respectively. They will talk a
bout what led to their improper detentions\, trials and efforts to free th
em.

Danny Fenster is the managing editor
of Frontier
Myanmar\, a local news magazine. In the aftermath of the 2021 Mya
nmar coup d’état\, Fenster was detained as he tried to leave the country a
nd was charged with incitement for allegedly spreading false or inflammato
ry information. He became the only foreign journalist to be charged by mil
itary authorities. November 12 a military court sentenced Fenster to 11 ye
ars in prison for sedition and related charges. He was eventually released
a few days later after former UN ambassador and New Mexico governor Bill
Richardson engaged in face-to-face negotiations with the commander in chie
f of Myanmar’s military.
\n
Fenster now lives in Vietnam.
\n
Alsu Kurmasheva\, a dual U.S.-Russian citizen\, is a journal
ist and editor at Radio Free Europe/Radio
Liberty (RFE/RL). She first joined the outlet in 1998 as a radio prog
ram moderator.
\n
In October 2023\, Kurmasheva was detained in Russia
on charges of failing to register as a foreign agent. In December 2023 sh
e was also charged with disseminating “false” information about the Russia
n military. This stemmed from her alleged involvement in the distribution
of a book based on stories of residents in Russia’s southwestern Volga reg
ion who oppose the country’s invasion of Ukraine.
\n
Kurmasheva was h
eld for more than nine months before she was convicted on charges of sprea
ding “fake” news about the Russian army and sentenced to 6½ years in priso
n. In August 2023\, Kurmasheva was released as part of a prisoner exchange
\, which included the release of fellow American journalist Evan Gershkovi
ch.
\n

Austin is a Marine combat veteran\, a seventh-gener
ation Texan from Houston\, a graduate of Georgetown University\, and an aw
ard-winning journalist who has been unjustly detained in Syria since 2012.
After seeing reports of the refugee crisis unfolding in Syria\, Austin pi
cked up his camera and headed straight to the front lines as a freelance r
eporter. He delivered important dispatches to The Washington Post and McCl
atchy before he was detained at a checkpoint near Damascus on August 14\,
2012. After more than twelve years\, he has endured the longest detention
of any U.S. journalist to date.

independence of the news media\, statements designed to warn off journali
sts from certain stories and outright physical threats are on the rise in
the United States.

There were 314 incidents of violations of press
freedom in the United States during 2024\, according to the U.S. Press Freedom Tracker. The actions r
anged from the Kansas legislature banning reporting from the House floor t
o a Colorado reporter being choked outside his TV station to numerous sear
ch orders against news organizations.
Recent moves by the Pentagon have already taken back desk
space used by long-time news organizations such as the New York Times
and National Public Radio. The spaces were given to other non-traditional
news groups\, some of whom do not yet have a dedicated Pentagon correspon
dent.

The conversation facilitator will be Nerissa Young a professor of instruction in the E.W. Scripps School of Journalis
m at Ohio University and a 31-year member of the Society of Professional J
ournalists. She advises the 10-time national SPJ campus chapter of the yea
r at Ohio University. Young teaches International Mass Media and Foreign C
orrespondence courses\, among others. She previously taught journalism at
Oklahoma State University\, Shepherd University and Marshall University\,
where she earned her master’s degree in journalism.

Globe in July 2024 as an immigration reporter. At the Globe\, she has rep

sachusetts communities\, among other issues. Previously\, she worked as an

Taha Siddiqui is a Pakistani investigative journalist who has been living in exil
e in France since 2018. In Pakistan\, he reported for leading internationa
l media such as the New York Times\, the Guardian and France24. He had to
flee his homeland after surviving a kidnapping and assassination attempt.
Pakistani army officials threatened him\, hoping to censor his reporting o
n military abuse in the country. In 2019\, he was informed by French and A
merican authorities that his name was on a Pakistani state-sanctioned kill

In Paris he founded the DISSIDENT club\, a bar where disside
nts of the world meet. He recently published his first book – an autobiogr
aphy as a graphic novel called Dissident Club\, named after his bar which
documents his journey from growing up in an Islamist family to becoming an
atheist and his fight for freedom of expression and religion.

Kami Rice has been working as a freelance writer and editor
for years.
\n
She is also the co-founder of Allied Shepherd\, which works to help endangered Afg
hans seeking safety in other countries.

Based in Europe\, she trav

Alsu Kurmasheva is an award-win
ning journalist and editor at Radio Free Europe/Radio Liberty (RFE/RL)\, w
here she has reported extensively on cultural and human rights issues in R
ussia’s Volga-Ural region. She first joined RFE/RL in 1998 as a radio prog
ram moderator and has since built a career covering the experiences of eth
nic minorities in Russia. Her reporting has also focused on gender issues\
, with in-depth investigations into domestic violence and women’s rights.<
/p>\n
In October 2023\, Kurmasheva was detained in Russia and charged wi
th spreading “false” information about the Russian military\, a charge lin
ked to her alleged role in distributing a book featuring accounts from Rus
sians opposed to the invasion of Ukraine. Held for more than nine months\,
in July 2024\, Alsu Kurmasheva was sentenced to six and a half years in p
rison. In August 2024\, she was released as part of a prisoner exchange th
at also saw the return of fellow American journalist Evan Gershkovich.
\n
Following her release from detention in Russia\, Alsu Kurmasheva has
emerged as a vocal advocate for press freedom\, drawing on her own experie
nce of imprisonment to highlight the risks journalists face in authoritari
an regimes.
\n
Last year\, shortly after her release from Russian pri
son\, Alsu was interviewed by the SPJ International Community along with Daniel Fen
ster\, who was held by the Myanmar government in 2021. The two talked abou
t how they dealt with their imprisonment for “doing journalism” and why so
many authoritarian governments fear free and independent news reporting.<

pened in 1969\, Afghanistan’s first luxury hotel symbolised a dream of a m
odernising country connected to the world.
\n
More than fifty years o
n\, the Inter-Continental is still standing. It has endured Soviet occupat
ion\, multiple coups\, a grievous civil war\, a US invasion and the rise\,
fall and rise of the Taliban. History lives within its scarred windows an
d walls.
\n
Lyse Doucet\, the BBC’s Chief International Correspondent
\, has been checking into the Inter-Continental since 1988. And here\, she
uses its story to craft a richly immersive history of modern Afghanistan.
\n
It is the story of Hazrat\, the septuagenarian housekeeper who st
ill holds fast to his Inter-Continental training from the hotel’s 1970s gl
ory days–an era of haute cuisine and high fashion\, when Afghanistan was a
kingdom and Kabul was the ‘Paris of Asia’. It is the story of Abida\, who
became the first female chef to cook in the Inter-Con’s famous kitchen af
ter the fall of the Taliban in 2001. And it is the story of Malalai and Sa
deq\, the twenty-something staff who seized every opportunity offered by t
wo decades of fragile democracy–only to witness the Taliban roaring back i

Lyse Doucet is a Canadian journalist and the BBC’s Chief International Correspon
dent. In the course of a career spanning four decades\, she has reported f
rom countries around the world and was based as a correspondent in Jerusal
em\, Amman\, Islamabad\, Kabul\, and Abidjan. She has led the BBC’s covera
ge of major events including the recent Iran-Israel war\, the US-led invas
ion of Afghanistan\, the Arab Spring\, and the Syrian Civil War. She recei
ved an OBE in the Queen’s Honours list in 2014\, and was admitted to the O
rder of Canada in 2019. Her latest awards in the U.S. include the 2024 Zen
ger Award for Press Freedom from the University of Arizona\, and the 2018
Trailblazer Award from Georgetown University. She was a recipient of the C
olombia School of Journalism Award in 2016\, an Emmy in 2014 for her team’
s reporting from Syria\, and Peabody Awards for her work from Syria and Af
ghanistan. In 2021\, she was nominated for a Peabody for her work as a wri
ter and reporter on the BBC podcast Afghanistan: Documenting A Crucial Yea
r. Doucet has twenty honorary doctorates from leading British and Canadian
Universities. She has a Master’s degree in International Relations from t
he University of Toronto\, and a BA Hons. from Queen’s University in Kings
ton. She is also a senior fellow of Massey College of the University of To
ronto. Doucet has been reporting on Afghanistan since 1988. She visits the

A few days ahead of Chinese President Xi Jinping’s
visit to the United States\, Reporters Without Borders (RSF) will host a
panel and a networking reception to launch its new report on Beijing’s glo
bal propaganda and disinformation operations at the U.S. Capitol in Washin
gton.
\n
The publication is part of RSF’s editorial project
\, Propaganda Monitor\, which examines the geopolitical trends shaping pro
paganda\, documents its methods\, and provides recommendations to counter
its spread.
\n
The panel will bring together diaspora activ
ists and journalists who are targeted by the Chinese regime’s propaganda\,
including Rushan Abbas\, Executive Director of the Campaign for Uyghurs a
nd Chairperson of the Executive Committee of World Uyghur Congress\, Franc
es Hui\, the Policy and Advocacy Manager at the Committee for Freedom in H
ong Kong Foundation\, and Vivian Wu\, veteran Chinese journalist and the f
ounder of Dasheng Media\, and Circle 19 member.

Weimers\, RSF North America’s Director\, will host the event. The report f
indings will be presented by Aleksandra Bielakowska\, Advocacy Manager at
the RSF Asia-Pacific bureau.

A couple of years ago\, Springfield\, Ohio\, drew national a
ttention after then-presidential candidate Donald Trump repeated false acc
usations about the local Haitian community that had been promoted by right
-wing Internet influencers. National reporters came to Springfield\, inves
tigated the claims and left.
\n
But long before Springfield made nati
onal news\, the Springfield News-Sun was covering the changes brought by t
he arrival of Haitians who were granted legal entry to the United States.
After the national outlets left\, the News-Sun kept reporting on how shift
s in national immigration policy affect Springfield’s Haitian community an
d the town as a whole.

ion of how the paper covers Springfield’s Haitian community and how nation
al immigration policy changes have affected the town.
McDonnell Nieto del Rio joined The Boston Globe in July 2024 as an immigration reporter. At the Globe\, she has rep orted on migrants struggling to find shelter in Massachusetts amidst the s tate’s housing crisis\, how federal immigration policies have affected loc al residents\, and on the impact of immigration enforcement changes on Mas sachusetts communities\, among other issues. Previously\, she worked as an immigration reporter at Documented\, a nonprofit news site that covers Ne w York City’s immigrant communities and policies that affect them. At Docu mented\, she covered the migrant crisis in New York extensively\, and publ ished stories about the conditions in city-run shelters\, the exploitation of newly-arrived migrant workers\, and the effects of housing instability on migrant families. She also covered immigration detention and immigrati on courts. Before that\, she was a national reporting fellow for the New Y ork Times\, writing about any and all national news — including COVID-19\, the 2020 election\, mass shootings and extreme weather events. McDonnell Nieto del Rio is a native Spanish speaker and has reported on breaking new s as an intern for her hometown paper\, the Los Angeles Times. She has als o worked for CNN in New York and Washington D.C. She holds a bachelor’s de gree in History from Williams College\, and earned her master’s from Colum bia Journalism School.
